No - policy change only affects skins and DLCs. You still cannot change gameplay.
Facepunch DLC includes but is not limited to: (i) paid content packs (e.g. building skins, decor packs, hazmat skins, instruments); and (ii) approved in-game purchases (e.g. Facepunch approved Steam Marketplace skins, items or cosmetics). It does not include community-made workshop skins that have not been approved.
Your server will be blocked from appearing in the game. In some cases it may result in a game ban on your Steam account.
No - players must be able to freely use any Facepunch DLC they have purchased, unless your server is a test server.
Yes - you may restrict or gate any downloadable content that is not Facepunch DLC.

Servers that are not considered test servers are not allowed to block purchased DLCs. You can report them to Facepunch.
